A composite magnetic material is made by performing pressure compacting on metal magnetic powder to which a binding material is added, and the binding material contains an acrylic resin having a silyl group as a functional group. In addition, the composite magnetic material is subjected to a heat treatment at a temperature between 700 and 1,000.degree. C. in a non-oxidizing atmosphere after the pressure compacting. The composite magnetic material has magnetic characteristics useful for electromagnetic components such as an inductor, a choke coil, and a transformer with a small size and at a high frequency.
